Berlin closes, Vienna continues as before. Why is that?

Germans currently have Corona case numbers that Austria can only dream of. While Vienna persists in the “look at it” mentality, Berlin is not only extending the lockdown, but even tightening it with a view to Easter. Are we sloppy? Or are the neighbors overzealous?
